Man Arrested Twice For Attempting To Kidnap 2 Girls In San Jacinto Days Apart

SAN JACINTO (CBSLA) — Sheriff’s deputies apprehended a San Jacinto man Wednesday morning who allegedly tried to kidnap a teen girl in San Jacinto on Sunday and another on Tuesday in the same area.

The Riverside County Sheriff’s Department announced shortly after 11 a.m. that 40-year-old Billy Fenter was back in custody Wednesday morning after being arrested Monday and later released on bail.

Billie Fenter, 40, was in custody for attempting to kidnap two teen girls two days apart at a San Jacinto intersection. The first attempt occurred on July 28, 2019. (Riverside County Sheriff’s Department)

Fenter is suspected in two separate kidnapping attempts. One on Sunday and two days later on Tuesday.

On Sunday, Riverside County Sheriff’s deputies were called to the area of Esplanade and San Jacinto avenues around 12:30 p.m., after receiving a call that a suspect was trying to lure a 15-year-old girl into his vehicle.

According to the sheriff’s department, witnesses reported seeing the suspect driving a black, four-door Nissan sedan with an Arizona license plate number CEJ2788 at the scene.

Deputies located and arrested Fenter on charges of annoying or molesting a child. However, he bailed out of jail on Monday.

On Tuesday evening, another report of an attempted kidnapping was filed at the same intersection. Witnesses told police the suspect was a black male adult between 30-40 years old driving a black Nissan sedan with Arizona plates.

Due to the suspect’s vehicle and physical description matching witness descriptions, deputies identified Fenter as the suspect in the second kidnapping attempt.

The victim of the Tuesday attempt also positively identified Fenter.

Deputies conducted a search for Fenter and later announced he was back in police custody.

No other details were immediately released.

Facing the earliest trade deadline in pro sports, baseball gave us two hours of chaos

‘The Whole Thing Needs To Be Nuked’: Drivers Sound Off On Chaotic LA Intersection

LOS ANGELES (CBSLA) – Driving in Los Angeles has always been chaotic, but some say one intersection in particular is on another level.

A poorly painted intersection in the Ladera Heights neighborhood is raising eyebrows for its potentially dangerous and collision-causing arrangement.

A video originally posted on Reddit shows cars cautiously making their turns through the five-point intersection at Stocker Street and La Brea – many coming within just a foot or two of each other.

A screenshot of a video posted on Reddit shows cars coming dangerously close to one another.

The cars in the right lane on both sides of the left-hand turn are seen trying to avoid hitting each other because the dotted lines were painted too close together.

Some locals have reported seeing crashes on a daily basis, while other drivers appeared confused about which lane their car should be in.

“This intersection is such a (expletive) show, the whole thing needs to be nuked from orbit and rebuilt”, wrote one Reddit user.

Michael Canier says he’s seen a few accidents at the location since he started working at a nearby salon a year ago, and admits he’s had his own close call.

“It is very dangerous,’ he said. “I can see how accidents are happening.”

County officials told CBSLA’s Amy Johnson they are helping the county with the construction project in the area by providing temporary lane painting. The signal lights have also been adjusted to make the intersection safer during the construction project.

Video Appears To Show Boyfriend Of Missing Monrovia Woman Rap ‘I Killed My B—-‘

LOS ANGELES (CBSLA) — Video surfaced Wednesday of a man inside a Los Angeles bar rapping about killing and burying a person the same night a woman vanished from Monrovia.

The video showed a man who appeared to be 27-year-old Robert Camou rapping about killing someone then burying them in the dirt the same night his girlfriend, 31-year-old Amanda Custer vanished.

Robert Camou

27-year-old Robert Camou is suspected of assaulting and kidnapping his girlfriend Amanda Custer.

Michael Moore shot the video Monday night at The King Eddy Saloon in Los Angeles and said he was stunned by what he was listening to at karaoke night inside the bar.

“In my own words, it was ‘kill the…and bury her in the dirt,'” said Moore. “Everybody kind of looked around, and looked at each other, and continued with the evening.”

Moore said his video showed the man, believed to be Moore, mixing with the crowd at the bar after he finished rapping a song about he had killed someone and buried her in the dirt.

“I killed my (expletive) and buried that (expletive) in the (expletive) dirt,” the man on the video is heard rapping.

According to Moore, the man then “mentioned something about the police and that he needed to close his mouth now, and he walked off.”

Moore said he saw that same man on television hours later being led away in handcuffs.

“Same guy…no doubt in my mind,” said Moore.

Camou was arrested around 7:30 a.m. Tuesday after a nearly five-hour standoff in downtown Los Angeles.

Detectives say they are aware of the rap song video but have yet to receive a copy.

Camou was the main suspect in the disappearance of Custer after sheriff’s officials said he was spotted by a witness placing his possibly unconscious girlfriend in the trunk of a gray Toyota Prius in the 600 block of Vaquero Road in Monrovia.

Sheriff’s officials said blood was found in the home where Custer was allegedly assaulted and abducted.

Amanda Custer has been missing since Monday, July 29 from Monrovia.

Authorities Wednesday announced that Camou’s car was reported to have been seen shortly after the alleged kidnapping traveling north on Padua Road in Claremont toward Mount Baldy.

“Anyone on or off road, in the area of Mount Baldy (Mount Baldy Road, Glendora Ridge Road, Glendora Mountain Road) on Monday July 29, 2019, between 9:00 A.M. and 3:30 P.M., that observed Suspect Camou, Victim Custer and/or the Toyota Prius, are encouraged to contact Sheriff’s Homicide Bureau,” Deputy Juanita Navarro-Suarez of the Sheriff’s Information Bureau said in a statement.

According to detectives, Camou and Custer have had a volatile relationship that included “numerous domestic violence incidents,” sheriff’s Lt. Scott Hoglund said.

Court records show that Camou had been scheduled to appear in a Pasadena courtroom Monday after violating terms of his bail for earlier charges including assault and domestic violence on Custer.

He is being held without bail pending a court appearance Thursday in connection with that case, according to Paul Eakins of the District Attorney’s Office.

People who were at the bar Monday night said Camou was definitely by himself and that he left by himself.

Los Angeles police found the 2017 Prius around 2:45 a.m. Tuesday near Hill and Second Street, less than a mile from the bar.

Camou was seen lying in the back seat, occasionally pretending to be asleep, police said.

Camou refused to come out of the vehicle, but police eventually pumped tear gas into the car, flushing him out around 7:30 a.m. He was booked on suspicion of burglary and domestic violence and was being held without bail.

There was no sign of Custer, who remains missing.

Anyone with information was urged to call the Sheriff’s Homicide Bureau at 323-890-5500.

Anonymous tips can be submitted to Crime Stoppers at 800-222-TIPS or lacrimestoppers.org.

2019 U.S. Open of Surfing: Local men falter; women’s event kicks off

Alexander: The cool stadium for the Rams, Chargers deserves a cool nickname

Homeless survey shows racial imbalance in the struggle to find housing in Orange County

The homeless population in Orange County is majority white, but people of color are vastly over represented when compared with the general population.

That’s one of several key findings revealed in the 149-page final report from Orange County’s 2019 homeless Point In Time count released Tuesday, July 30, to the Board of Supervisors.

The overall numbers from the “Everyone Counts” effort are the same as reported back in April from preliminary data: 6,860 homeless people in Orange County. That’s a 43 percent increase from 2017, in part because of a jump in homelessness and in part because of more accurate methodology — electronic mapping and a 28-question survey — to count them.

But the final report presented Tuesday also includes details about the demographics of who is homeless, and on sub-groups within the homeless population, such as families, seniors, young adults and military veterans.

Read the final 2019 Point In Time report

The board also received a 30-page document, “Marching Home: A Strategy to End Veteran Homelessness in Orange County,” that outlines steps to end homelessness among military veterans by December 2020. The Point In Time count recorded 311 homeless veterans, more than two-thirds of them without shelter.

Read the Marching Home strategy

The board, led by Chairwoman Lisa Bartlett, directed the county chief executive’s office on Tuesday to dedicate $200,000 toward hiring one or more housing navigators to assist 80 veterans in Orange County who hold vouchers that will subsidize their rent but can’t find anything available — or a landlord willing to accept a voucher.

“They need somebody to help them,” Bartlett said later in an interview.

Susan Price, the county’s director of care coordination, also said that other efforts have led to the placement of 20 homeless veterans a month, culled from a registry the county created, into permanent housing. Right now, the registry has 295 names.

By the numbers

The report points out that when a separate head count was taken Jan. 22 in shelters and transitional housing programs around the county,  there were 738 empty beds — enough to accommodate nearly 20 percent of the 3,961 people Point In Time volunteers recorded a day later on the streets. The biennial survey, mandated by the federal Dept. of Housing and Urban Development, was conducted this year in the morning and evening hours of Jan. 23 and 24.

Also among the findings in the report are numbers that show individuals who are black, African American or multi-racial, as well as  Hispanic or Latino families, make up a disproportionate percentage of homeless people, given their numbers in Orange County:

— 8.41% of the homeless people without shelter here are black or African American, a demographic that the U.S. Census has historically shown accounts for only about 2 percent of the county’s population.

— 12.24% of the unsheltered are described as “Multiple Races” ( no definition provided) or “Other,” compared to 3.5 percent overall.

— More than half of homeless families, 57.7%, were Hispanic or Latino, compared with 34.2% of the county’s general population.

White people, however, represent the largest single group of homeless people: more than two-thirds of individuals with and without shelter.

The survey also found that more men — 4,310 or 62% — are homeless than are women,  2,536. But the report said that nearly equal numbers of homeless men and women had some kind of shelter.

Sub-populations

The Family Solutions Collaborative, a coalition of about 20 nonprofits that provide family services in Orange County, made a special effort to reach homeless families and include them in the Point In Time count.

Typically, during a street count, homeless families go underrepresented because they are more difficult to identify, according to the report. Homeless families are more likely to be sleeping in vehicles or other places out of the public’s eye, where they feel safer, or may be scrambling between temporary living quarters, such as motels.

The family collaborative outreach identified 466 homeless families countywide, a number that included 966 children. Most of those families — 366 — were sheltered. More than half of the 110 families without shelter lived in a car, van, truck or recreational vehicle in disrepair, according to the report.

Looking at two groups at opposite ends of the age spectrum, the report identified 612 homeless senior citizens 62 and older, nearly half of them chronically homeless; there were 275 homeless young adults ages 18 to 24, designated as Transitional Age Youth, and half of them were Hispanic or Latino.

LOS ANGELES (CBSLA) — A California Senate bill could allow bars in Southern California to serve alcohol until 4 a.m.

Senate Bill 58 was passed in May and is currently waiting approval by the Assembly.

Democrats Square Off In Detroit For Second Primary Debate — Live Updates

Round two of the Democratic presidential primary debates is underway in Detroit, with 10 candidates facing off in the first of back-to-back nights on CNN. Posted by https://goo.gl/TXzGV5

The Latest: Warren pushes Democrats to be less timid

DETROIT  — The Latest on the second round of Democratic presidential primary debates in Detroit (all times local):

9:35 p.m.

Former Colorado Gov. John Hickenlooper says Vermont Sen. Bernie Sanders’ policies are too extreme for the White House.

At the presidential debate in Detroit, Hickenlooper says that with Sanders’ liberal policies Democrats “might as well FedEx the election to Donald Trump.”

Sanders is noting that polling shows him beating President Donald Trump in a clutch of key Midwestern states. He says he would beat Trump because “he is a fraud and a phony.”

Hickenlooper says he does not believe Americans would go along with such “radical changes,” and says, “You can’t just spring a plan on the world and expect it to succeed.”

Hickenlooper suggested Sanders was throwing his hands up. Sanders responded, “I will” and did just that.

__

9:25 p.m.

Sen. Elizabeth Warren is pushing Democrats not to be too timid in the 2020 presidential election.

During the Democratic debate in Detroit, the Massachusetts senator pushed back at moderate criticism by questioning why anyone would run for president just “to talk about what we can’t do.”

Warren is defending single-payer health insurance and other “big ideas” as policy fights worth having.

She is responding to critics including former Colorado Gov. John Hickenlooper, former Maryland Rep. John Delaney and Montana Gov. Steve Bullock.

Delaney says Warren’s and Sen. Bernie Sanders’ health care proposals are “dead on arrival” because they would essentially outlaw private health insurance.

__

9:05 p.m.

Former Texas Rep. Beto O’Rourke is standing by his refusal to call for decriminalizing crossing the U.S.-Mexico border by undocumented migrants, saying he will instead overhaul immigration policy enough that “I expect people who come here to follow our laws.”

O’Rourke says that if he is elected president, he will protect those seeking U.S. asylum and people brought to the country illegally as children.

Other presidential candidates are calling for full decriminalization. Massachusetts Sen. Elizabeth Warren says current laws have given President Donald Trump “the power to break families apart” at the border.

Vermont Sen. Bernie Sanders says he doesn’t consider women and children who walked thousands of miles criminals, and says Trump has demonized all immigrants.

Montana Gov. Steve Bullock says decriminalizing may “play into Donald Trump’s hands.”

__

8:55 p.m.

The latest Democratic presidential debate has opened with a lengthy argument over the variety of health care proposals that have become a sticking point between centrists and progressives.

Sen. Bernie Sanders began what became a series of exchanges among all 10 candidates on stage in Detroit by telling former Rep. John Delaney “you’re wrong” over a previous characterization of his “Medicare for All” proposal. Delaney had referred to the plan as “political suicide.”

Universal health coverage has been a cornerstone of both of Sanders’ presidential campaigns. He noted that countries like Canada have lower health care costs.

Challenged by Rep. Tim Ryan on a point, Sanders retorted, “I wrote the damn bill.”

President Donald Trump and his Republican allies have cast the Democrats’ reform plans as extreme.

__

8:35 p.m.

Democratic presidential candidates are wasting no time revealing the fault lines between progressives and moderates as they open Tuesday’s debate.

Sens. Elizabeth Warren and Bernie Sanders are using their opening statements to hammer an economic and political system they say is rigged for the wealthy and corporations.

Warren warns that Democrats can’t solve problems with “small ideas and spinelessness.”

Sanders notes that half of U.S. households “are living paycheck to paycheck.”

But several other candidates are taking veiled shots at the two leading progressives for liberal proposals like single-payer healthcare.

Montana Gov. Steve Bullock knocks “wish-list economics.” Former Colorado Gov. John Hickenlooper says Democrats can solve problems without “expansion” of government.

__

8 p.m.

The first heat of the Democrats’ second round of presidential primary debates is underway in Detroit.

Sens. Bernie Sanders and Elizabeth Warren are at center stage. That gives voters on the party’s left flank a chance to size up the two leading progressives in their first head-to-head matchup.

In the June debates, Warren was matched up against several trailing candidates, with Sanders and the other leading candidates debating on the second night.

Warren and Sanders are joined by several more moderate candidates who are looking to break out.

Among them is Montana Gov. Steve Bullock. He will be getting his first debate opportunity after failing to qualify for the June events.

Former Vice President Joe Biden and California Sen. Kamala Harris headline debate Wednesday night’s debate.

__

6:25 p.m.

The preeminent faces of the Democratic Party’s emboldened progressive wing will take prominence at Tuesday night’s presidential debate as they face off for the first time.

Self-described democratic socialist Bernie Sanders will appear alongside progressive firebrand Elizabeth Warren. Both are known for their unapologetic embrace of aggressive plans to overhaul health care, higher education, child care and the economy.

Those plans may be popular among many Democrats but give President Donald Trump and his Republican allies ample opportunity to cast all Democrats as extreme.

The fight for the political left is just one subplot as the first wave of 10 candidates meets in Detroit. A second group of 10 that features early front-runner Joe Biden as well as Kamala Harris convenes Wednesday night. The debate host, CNN, chose the groupings at random.

___

2:45 p.m.

Democratic presidential candidates are gathering in Detroit for the second round of 2020 debates.

Workers were putting finishing touches on the stage Tuesday, while candidates were doing walkthroughs to become familiar with the setup. Among the high-profile candidates appearing onstage Tuesday night are Massachusetts Sen. Elizabeth Warren, Vermont Sen. Bernie Sanders and South Bend, Indiana, Mayor Pete Buttigieg (BOO’-tuh-juhj).

Ten candidates will have the opportunity to present their ideas to the American people on Tuesday and offer a response to President Donald Trump’s recent string of racist and incendiary tweets and comments.

Ten more candidates will appear onstage Wednesday for a second night of debates.

___

10:15 a.m.

President Donald Trump says he’ll be watching the next Democratic presidential debate and predicts Joe Biden will be the likely 2020 presidential nominee for the Democrats.

Speaking to reporters at the White House on Tuesday before leaving on a trip to Jamestown, Virginia, Trump said he’ll be watching as the Democratic candidates square off in Detroit.

Trump took a jab at Biden, saying the former vice president is “off his game by a lot.” Trump and Biden have often criticized each other.

Ten Democrats will face off Tuesday night, including two leading progressives in the field, Sen. Bernie Sanders of Vermont and Sen. Elizabeth Warren of Massachusetts. Ten more candidates, including Biden, will debate on Wednesday night.

___

12:20 a.m.

The second set of Democratic presidential debates will be a last chance for some 2020 candidates to be considered serious contenders.

The 20 hopefuls will face off Tuesday and Wednesday nights in Detroit. They will have the opportunity to respond to President Donald Trump’s recent string of racist and incendiary tweets and comments, but they’ll also be under pressure to provide specifics on how they can improve the lives of Americans.

The stakes are high: To qualify for the third set of debates in September, candidates must raise money from more donors and hit higher polling thresholds — a bar more than half of the contenders are at risk of missing.

Those tougher rules set by the Democratic National Committee are expected to winnow the race.

‘It Was Pandemonium’: Homeless Encampments Burned In Brush Fire In Sepulveda Basin

ENCINO (CBSLA) — A brush fire Tuesday tore through about 10 acres of thick brush in the Sepulveda Basin and displaced as many as 100 homeless people, officials said.

Los Angeles Fire Department responded to a large grass fire just before 3:45 p.m. in the Sepulveda Basin area.

The fire was later categorized as a brush fire and had burned less than five acres of brush in a confined area near Balboa Park.

Fire crews said as many as 100 homeless people were living in the burn area in an estimated 50 or more encampments. Homeless services officials were called to the scene to help relocate them.

Officials also said roughly half a dozen propane tanks exploded, hampering crews’ efforts to stop the fire’s forward progress.

There were no immediate reports of any injuries.

“It just overtook us,” said Steve Windham, who lived in one of the encampments. “It was pandemonium.”

LAFD temporarily closed the Metro Orange Line busway in both directions between White Oak Ave and Woodley Ave while crews worked to fully extinguish the blaze.

Firefighters were expected to remain on site through the night putting out any hot spots.

QB Philip Rivers becomes sixth Chargers player on NFL Network’s ‘Top 100’ list

Considering a medical alert device? Here’s what you should know before buying.

Question: I recently hurt my back and am unsteady on my feet. My husband continues to work away from the house, as do I when I can. I am concerned about needing help if I fall and no one is here to help. How do you know if you are ready for an emergency response device? And how do you go about selecting one? P.S. I am in my early 80s. — S.M.

Answer: Dear S.M. If you have concerns about falling and there is no one to answer your call for help, you might seriously consider getting an emergency response device. The second part of your question has a longer answer.

Fortunately, there are a range of services and products that enable many older adults to live safely at home. One tool is a Person Emergency Response System (PERS), also called a medical alert system. With the aging population and the desire for independence, these products are becoming increasingly popular. They are not just for older adults. Those recovering from surgery, having balance and gait problems and facing certain health conditions find this tool useful.

What is PERS? It is an electronic device designed to let you call in an emergency situation by pushing a button. It has three parts: a small radio transmitter, a console connected to your telephone and an emergency response center that monitors your calls. If you fall when you are alone and cannot reach your phone to call for help, you press a button located on a device you carry or wear around your neck or wrist, or on a belt or in your pocket. Pressing the button alerts the central call center that you are having a problem.

The center will try to reach you by phone immediately. If you do not answer the phone, the call center will try to reach a designated person such as a family member or friend. If it is a medical emergency, an ambulance will be dispatched.

Here are some questions to address in selecting a system as suggested by AARP:

What system will meet your needs? Although you may primarily be interested in calling for help for falls or emergency services, a PERS can do much more. It can serve as a medical monitor that includes medication reminders and monitoring health vitals. Systems also include monitoring of activity with motion detectors, fitness tracking and more.

What is the best type of equipment for you? Check if it is waterproof. This is important because many accidents occur in the bathroom. Determine the distance the device will operate from the base. If you are working in the yard, will it work? Does it include a GPS so the device is with you wherever you go? Does it connect to a smartphone or bluetooth? Check the battery life and technology updates.

What’s involved in setting it up? Given the size of your home, will you need more than one base unit to cover your entire home and yard? Does it sit on a table or should it be mounted to a wall? Does it require batteries or an electrical connection? What phone service is required — cellular, landline or both?

Here are a few additional questions suggested by the Federal Trade Commission:

  • Is the monitoring center accessible 24 hours a day/seven days a week?
  • What is the average response time?
  • Who are the people that get alerted?
  • What are the installation and monitoring fees?
  • What is the repair policy and what happens if I need a replacement?
  • Will the system work in another location?
  • What kind of training do you provide for your staff?
  • Do I have to sign a contract?

AARP suggests some answers to these questions which you can use as a benchmark. The response time should be a matter of seconds. A live person should be available 24/7. Beware of complicated pricing and hidden fees. The company should have no extra fees related to equipment, activation, service or repairs. Also, you should not have to enter into a long-term contract. Ongoing monthly fees should range between $25 and $45 a month. Note: some companies charge a flat early rate. Be cautious about paying in advance and check for discounts.

Unfortunately, in most cases, Medicare, Medicaid and private insurance companies do not cover the cost.

Finally do an online search and ask friends and family if they have any recommendations.

Thank you S.M. for your important question. Best wishes for a safe and secure life — with joy and pleasure.

Dog Dies In Fire Which Torches Multimillion-Dollar Encino Home

ENCINO (CBSLA) – A dog was killed in a fire which ripped through a large Encino home and its detached garage Tuesday morning, displacing a family of four.

July 30, 2019. (CBS2)

At around 9 a.m., dozens of city of Los Angeles firefighters were called to the 3700 block of North Valley Meadow Road to find that flames which had engulfed a detached garage had spread to an adjacent two-story, nearly 5,000 square-foot home on the same property.

Everyone inside the home was able to escape safely, the fire department said. However, firefighters later found a dog dead in the four-car garage.

It took 73 firefighters 44 minutes to bring the flames under control. Crews were able to keep the fire from spreading to the surrounding brush and threatening other nearby homes.

The fire collapsed the roof of the garage and left the home uninhabitable, LAFD reports. The Red Cross was assisting the family with temporary housing.

The cause of the blaze is under investigation. A financial estimate of the damage was not confirmed.

LOS ANGELES (CBSLA) — The Los Angeles County coroner’s office confirmed Tuesday that 20-year-old Disney star Cameron Boyce’s official cause of death earlier this month was due to epilepsy.

Boyce was found unresponsive in the early afternoon of July 6 at his home in the 5100 block of Cartwright Avenue in North Hollywood. He was pronounced dead at the scene.

An autopsy was performed Monday on July 8 but an official cause of death had been deferred pending additional testing.

Boyce’s family later confirmed the news of his death and indicated that he suffered a seizure and died due to an ongoing medical condition later explained to be epilepsy.

“[Boyce’s] tragic passing was due to a seizure as a result of an ongoing medical condition, and that condition was epilepsy,” Boyce’s family told People in a statement Tuesday night. “We are still trying to navigate our way through this extremely heart-wrenching time, and continue to ask for privacy so that the family and all who knew and loved him can grieve his loss and make arrangements for his funeral — which in and of itself, is agonizing.”

Boyce appeared in the television series, “Jessie,” among others. His acting career started at the age of 9, appearing in music videos and soap operas before he moved to the big screen, even playing Adam Sandler’s son in “Grown Ups” and “Grown Ups 2.”

Boyce was most recently known for playing Cruella de Vil’s son Carlos in the fantasy TV musical “Descendants” and is believed to have filmed his part in “Descendants 3”, which is set to be released Aug. 2.

The Disney Channel canceled the scheduled July 22 red-carpet premiere and announced that the Walt Disney Co. would make a donation to the Thirst Project, a nonprofit for which Boyce raised $30,000 to build wells for clean drinking water in Swaziland.

Death of baby born to Victorville inmate spurs petition for women’s prison reforms

The death of a 9-day-old newborn whose mother was whisked back to federal prison in Victorville shortly after giving birth at Loma Linda University Medical Center has inspired a grass-roots effort to enact prison reforms for women.

A federal inmate at the High Desert penitentiary has launched an online petition demanding reforms for women under the First Step Act, a law signed by President Donald Trump last December to reform the federal prison system and reduce recidivism.

The petition, titled “Transition Women in Federal Prison Camps to Community-based Supervision,” proposes house arrest and electronic monitoring rather than incarceration for minimum-security federal inmates who are mothers convicted of nonviolent offenses.

It was launched July 4 on change.org by Eve Mazzarella, a former Las Vegas Realtor serving a 14-year sentence at USP Victorville. She formed a group called Women’s Prison Reform, which has a signature goal of 1,500; as of Tuesday, more than 1,100 people had signed the petition.

Three days earlier, on July 1, fellow prisoner Cauncenet “Sonnie” Brown’s prematurely born baby, Naghibe Swan Serrano, died at Loma Linda University Medical Center.

Concerns over the separation of children from mothers who have been convicted and incarcerated for nonviolent crimes, and “generational criminology” — the tendency for children to follow in the footsteps of their criminal parents — was a driving force behind Mazzarella’s petition.

Need to explore alternatives

“This tough-on-crime stance for non-violent offenses hasn’t worked. How can we be smarter on crime when there are so many women who are in prison who don’t necessarily have to be. We have to look at alternatives,” Mazzarella said in a telephone interview Tuesday from the prison, where she is serving time for her role in mortgage fraud scheme that caused more than $52 million in losses to federally insured banks, according to the FBI.

“By taking the woman from the home, there’s something that happens that’s different than when a man goes to prison,” said Mazzarella, who is scheduled for release in 2026.

The death of Naghibe Serrano shook Brown’s fellow inmates, including Mazzarella, at the prison’s women’s camp, prompting the formation of Women’s Prison Reform.

“Sonnie and I are close personal friends. We live in this small community here. This is an example of something that happens all too often that shouldn’t,” Mazzarella said.

Brown, who is still in custody but now resides in a halfway house in Rubidoux, was moved by the online petition.

Hope death ‘changes something for the better’

“I hope that what happened to me, nobody else has to go through,” Brown said in a telephone interview. “I just hope something positive comes out of it. I just hope (Nagibe’s) death changes something for the better.”

Brown, a former St. Louis police officer, pleaded guilty to conspiracy last year for her role in taking bribes from an ambulance-chasing chiropractor in exchange for providing the chiropractor and his wife, Mitchell and Galina Davis, with traffic accident reports, which the Davises used to recruit potential patients. The Davises also were charged and convicted in the case.

Brown is scheduled for release in January 2020.

Nagibe’s father, Noe Serrano, was appalled by the medical treatment Brown received at the prison and the alleged actions of its health services administrator, Randall Gilliam.

Brown, who had a high-risk pregnancy due to her age and complications arising from the birth of their first daughter, now 4 years old, was ordered by a doctor to see an OB/GYN twice monthly when Brown surrendered in March to begin serving her 10-month sentence. The doctor examined her during intake, when Brown was eight weeks pregnant.

Brown, according to Serrano, never saw an OB/GYN until complications arose on June 21, when Brown was taken from the prison to Desert Valley Hospital in Victorville, which lacked the facilities to treat her. Desert Valley recommended Brown be taken to St. Mary’s Medical Center in Apple Valley,  but Gilliam refused to allow that and ordered she be returned to prison.

Brown, according to Serrano, arrived back at the prison about midnight on Dec. 21. Five hours later, her water broke in her dorm, and she was rushed to St. Mary’s, then subsequently to Loma Linda University Medical Center, where she gave birth to her daughter at 22 weeks. Three days later, Brown was sent back to prison and never saw her daughter again. Naghibe died nine days later.

Couldn’t see daughter

“She couldn’t go back and see her daughter,” said Serrano, 44, of Perris. “They said she couldn’t see her anymore until she got out.”

Loma Linda University Medical Center spokeswoman Briana Pastorino declined to comment, citing federal law precluding the public release of patient information.

The Bureau of Federal Prisons declined to comment Tuesday on the allegations of negligence against USP Victorville and Gilliam regarding Brown and her prenatal medical treatment, or lack thereof.

Serrano said he was flattered that Mazarrella and her fellow prisoners in Victorville formed Women’s Prison Reform and started the online petition on Brown’s behalf, and was surprised to hear that more than 1,100 signatures had already been gathered.

“I really wasn’t expecting that. It’s really good news,” he said.

Newly Released Video Shows Moments Leading Up To Inmate’s Death

LOS ANGELES (CBSLA) — Newly released video shows the moments leading up to the death of a man two years ago at a Los Angeles County jail — his parents are now suing for wrongful death.

The video shows deputies shooting pepper spray into Juan Correa Jr.’s cell. They said it was because he and his cell mate were fighting.

Correa is next shown sitting on a bench in a hallway. The family’s attorney said this was when Correa began to experience breathing problems.

Other deputies are shown arriving, and Correa leans over. The deputies are shown sitting him back up before he slips onto the floor.

The family’s attorney alleged that the deputies never called a supervisor.

When a sergeant arrived, the attorney alleged he failed to call a doctor.

The deputies then took Correa to a shower area where he is said to have collapsed.

“The deputies knew he had breathing problems,” attorney Luis Carrillo said. “The deputies knew he had difficulties, still they did not call for medical help.”

Emergency responders were eventually called to the shower area to help.

The family said their son had mental health issues and should never have been in general population.

“I feel a lot of pain in my heart, because of all the things that they did to him,” mother Maria Correa said.

Neither the county nor the sheriff’s department will comment on pending litigation.

Simi Valley Councilwoman Faces Backlash To Video Posted To Facebook

SIMI VALLEY (CBSLA) — Emotions ran high at Monday night’s packed Simi Valley City Council meeting with many upset after a councilwoman posted a video critical of President Donald Trump’s latest sweep of undocumented immigrants to Facebook.

In the video, Councilwoman Ruth Luevanos used her platform as a member of the council to talk about the border detention centers — referring to them at one point as “concentration camps” — and informed immigrants of their rights during raids by Immigration and Customs Enforcement.

Simi Valley Mayor Keith Mashburn said Luevanos has her right to free speech, but said that she shouldn’t have used her city office.

“It gave the appearance that it was endorsed by the city,” Mashburn said. “It had a city logo, and she announced that she was a city council member. It made it appear that it was the stance of the council.”

And even before the council meeting, lines were divided with residents on both sides of the issue prompting the presence of police officers to keep the peace.

“Ms. Luevanos, you claim that immigration and customs enforcement officers are doing their jobs is immoral. Immoral means unethical, dishonest. That’s not the true classification of immoral.

Critics took exception to the fact that Luevanos referred to immigrant detention centers as “concentration camps,” and they’re calling what she advised to undocumented people as lawlessness. But Luevanos disagrees.

“I don’t think police officers are encouraging lawlessness when they give people their Miranda rights, which they’re required to do by the U.S. Supreme Court,” Luevanos said. “I actually have a law degree and a bachelor’s degree in criminal justice, so me giving people their rights — telling them what their rights are — which are according to the U.S. Constitution’s 14th Amendment, which is the equal protection clause, is no different than police officers telling people their Miranda rights.”

The councilwoman’s posts have drawn death threats on social media, and some are asking for a recall. But Luevanos said she’s not going anywhere.

After the bevy of public speakers, council members responded briefly before taking a 1 a.m. break.

Police Look For Woman Allegedly Kidnapped By Boyfriend And Put In Car Trunk

MONROVIA (CBSLA) — Detectives are asking for the public’s help in locating a woman they believe was kidnapped by her boyfriend in Monrovia Monday morning.

Investigators believe 31-year-old Amanda Kathleen Custer was kidnapped and taken against her will by 27-year-old Robert Anthony Camou.

She was last seen being placed in the trunk of his 2017 gray Toyota Prius, CA License plate, 8AOR167.  A witness told police that Custer didn’t physically resist her boyfriend when she was put in the trunk.

Monrovia Police Department responded to domestic violence reports at the 600 block of Vaquero Road, Monrovia at 8:15 a.m. Monday morning.

They reported finding evidence of an apparent assault that had occurred at the location, including blood.

“These two have had a dating relationship for at least two years,” said Lt. Scott Hoglund of the L.A. County Sheriff’s Department, “There have been numerous domestic violence incidents between them.”

The couple’s neighbor, Hosea Ellis said he saw them arguing before, but never had any indication that Camou was capable of hurting Custer: “But you never know. You never know in the heat of the moment what’s going to happen… I’m afraid for her. I hope she’s okay and this all gets sorted out.”

Custer is described as a white female, 5 feet, 8 inches tall, weighing 140 pounds, with brown hair and green eyes.

Camou is described as a white male, 6 feet tall, weighing 150 pounds, with brown hair and brown eyes.

Anyone with information regarding the incident or the whereabouts of the victim, suspect, or vehicle is encouraged to contact the Los Angeles County Sheriff’s Department’s Homicide Bureau at (323) 890-5500 or anonymously to Crime Stoppers by dialing (800) 222-TIPS (8477).

Firefighters Rescue 2 Hikers In Hollywood Hills

HOLLYWOOD HILLS (CBSLA) — Los Angeles Fire Department was called to rescue two adult female hikers near the Hollywood Hills Monday night.

Due to power lines, a hoist operation was not possible, leading firefighters to execute a two-line rope system rescue — lowering a rescuer down to the hikers to bring them back to safety. The rescue was successful with both hikers brought to safety.

According to the Los Angeles Fire Department, the hikers, who are both in their 20s, were not injured.

Police Still On The Hunt For Gunman Who Murdered Off-Duty LAPD Officer

LOS ANGELES (CBSLA) — Police are still on the hunt for the gunman who killed an off-duty LAPD officer in Lincoln Heights Saturday morning.

Juan Diaz was with his girlfriend and two of his brothers at the Avenue 26 taco stand when he was gunned down. Sources say he may have been shot by gang members after he tried to stop one of them from vandalizing a nearby property.

Officer Diaz, who was 24, had only been with the department for two years.

(Credit: CBS)

Police are searching for security camera video and ask that anyone who may have witnessed the shooting contact investigators.

Residents of the neighborhood say it’s cleaned up in recent years after a troubled, gang-plagued past.

The Diaz shooting is a sobering reminder of how quickly things can change — a thought echoed by Lincoln Heights resident Fawn Kazati: “I thought with all the improvements that things were getting better… You get so comfortable in your neighborhood walking your dogs late at night cause you know everybody and you think it’s okay and suddenly this place that feels like home is foreign and alien to you.”

Neighbors and fellow officers have been stopping by at the corner where he died to pay their respects and add to the memorial that’s been placed there.

Mourners are also leaving candles, flowers and pictures for Officer Diaz at a growing memorial outside police headquarters. On Sunday, family, friends and classmates of the policy academy grad gathered for an impromptu vigil.

The LAPD says its grateful for the outpouring of public support: “We continue to keep the Diaz family in our thoughts and prayers, while honoring Officer Diaz’s memory.”

Woman Attacked On Irvine Trail, Good Samaritan Holds Attacker Down Until Police Arrive

IRVINE (CBSLA) — A good Samaritan possibly saved a woman’s life on an urban trail in Irvine.

The Jeffrey Open Space Trail, squeezed between Jeffrey Road and Irvine neighborhoods, is used by cyclists, joggers, and walkers.

According to police, at around 10 p.m. on Saturday night 30-year-old Tyler Collier of Tustin was riding his bike on the trail when he collided with a 28-year-old woman.

“There was a man riding a bike, he collided with the woman, knocked her to the ground, and then at that point got off the bike and began to beat her,” said Kim Mohr with Irvine Police Department.

Mohr said that a courageous good Samaritan saw the attack and help Collier down while another passerby called the police.

Police arrived and arrested Collier.

According to Mohr, the woman suffered non-life-threatening injuries and is expected to recover.

Mohr said that it’s not uncommon for people to go walking at the trail after dark because “it is well-lit” and “a very safe neighborhood.”

Some trail users said they believe the trail is safe but they would not walk or ride there late at night.

Collier is most likely facing a felony assault charge.

SOCAL 14-and-under girls beat rival Laguna Beach for Junior Olympics gold

IRVINE It’s dubbed the largest water polo tournament in the world. A record 866 teams came to Orange County for the Junior Olympics the past nine days.

But when it came to settling the girls 14-and-under title Sunday, two of the county’s hottest, backyard rivals had to be separated at the Woollett Aquatics Aquatics:

Perennial powers SOCAL and Laguna Beach but local rivals first.

The two clashed in zone qualifying for Junior Olympics. They dueled at the U.S. club championships and at the Cal Cup state championships.

Now, there was just one grudge match left.

“We’ve kind of known (this would be the final),” SOCAL goalie Anna Reed said. “We’ve had our differences with Laguna. They’ve won. They’ve lost. It goes back and forth.”

SOCAL made sure the final showdown went its way.

Behind a hard perimeter press, 15 saves by the Newport Harbor High-bound Reed and a dazzling performance by Emily Ausmus, SOCAL defeated Laguna Beach 5-2 in a match that displayed several future high school standouts.

The Junior Olympics title is believed to be SOCAL’s first in the 14-and-under division since 2002.

“This was the first time we didn’t go into a one-goal, down to the final-minute experience (with Laguna) because they’re a great coached club,” veteran SOCAL coach Ed Reynolds said.

“We wanted to press the right people and press in the lanes. That’s pretty simple what we teach at 14-and-unders.”

Laguna Beach led 1-0 after the first period but SOCAL quickly seized control in the second frame to open a 4-2 lead at halftime.

SOCAL shut out Laguna Beach, the 2017 champion and runner-up last year, in the second half.

“It’s always a battle,” said Reed, an incoming freshman at Newport Harbor who blocked a penalty shot in the first period. “We were ready for this game.”

Orange Lutheran-bound center Rachel Gazzaniga scored on SOCAL’s first possession of the second period. She drove deep into 2 meters and scored off an entry pass by left-hander Sara Naulty, who also will be a freshman at Orange Lutheran this coming school year.

Gazzaniga later scored on a weak-side drive and cross pass by Eliana Zener, yet another player bound for Orange Lutheran.

“Orange Lutheran is loading up,” Reynolds said.

Naulty capped a 3-0 run by SOCAL by skipping in a perimeter strike from about 6 meters in the middle of the second period.

Laguna Beach defender Olivia Ouellette — a freshman bound for Los Alamitos — powered in a shot from center off Reed’s block with 2:15 left in the first half to make it 3-2 but SOCAL answered.

Foothill sophomore Madeleine Poissonnier scored from center with 24 seconds left in the half to extend SOCAL’s lead to 4-2.

Ausmus, selected the tournament MVP, capped a sensational effort by scoring the lone goal of the second half, a cross-cage lob shot early in the fourth period from the wing that bounced in off the side bar.

The M.L. King of Riverside-bound Ausmus added four steals, including one from the perimeter in which she also drew an exclusion on.

“She is amazing,” Reed said. “And she’s a super-nice person. She’s always cheering us on. She’s super humble.”

Laguna Beach goalie Lauren Schneider also played well. A former SOCAL player, the Laguna Beach High-bound keeper made 14 saves, including one against a penalty shot.

“We’ve been in the finals with (SOCAL) pretty much throughout the year,” Laguna Beach coach Kelcie Ferreira said. “It’s always been a close game but they got us this time. … We live and learn.”

Laguna Beach’s offense was hurt in the first period when center Lauren Short picked up two fouls. The Laguna Beach High freshman fouled out in the third.

Laguna Beach’s Avery Montiel, a left-handed freshman bound for Newport Harbor, scored the first goal of the match by converting a power-play chance off an assist from Ouellette. Montiel also recorded two field blocks and two steals.

Laguna Beach’s Charlotte Riches, also bound for Laguna Beach High, drew a penalty shot in the first period.

In other finals, Laguna Beach’s girls won the 12-and-under title while SET claimed the 16-and-under crown. In the 18s final, Northern California’s 680 Drivers defeated SOCAL in a shootout 15-13.

Fundraisers Planned For Mom Slain By Suspect Who Went On Valley Rampage

LOS ANGELES (CBSLA)  —  Several fundraisers are planned to help the family and children of Susie Lepe.

She was the 45-year-old mother of four killed Thursday when an ex-boyfriend went on a rampage in Canoga Park killing his father, brother, Lepe and a male stranger on a bus. Authorities said 26-year-old Gerry Dean Zaragoza also shot and wounded his mother and one of Lepe’s co-workers.

CBS2/KCAL9 reporter Brittney Hopper says the first fundraiser will be held Wednesday, July 31 from 11 a.m. to 10 p.m. at Tequila’s Cantina and Grill (4310 W Magnolia Boulevard) in Burbank.

The restaurant will donate 15 percent of each bill to help the family with funeral expenses.

Outside the North Hollywood Shell station where Lepe was gunned down, dozens of family members, friends and strangers gathered Sunday evening to pay their respects. There were dozens or candles and flowers.

Hopper spoke to a friend who knew Lepe for 30 years. She told Hopper that Lepe lived for her children.

“They miss their mom. I mean, she got taken away for no reason,” said the friend.

Family members say Zaragoza and Lepe briefly dated and that he became obsessed with her even after she broke things off.

Lepe had worked at the Shell station for just over a year.

Said another friend, “It makes you take a look at life. How precious it is. You can be here one moment and gone the next.”

A GoFundMe account was set up by Lepe’s sister last week. Consuelo Lepe Ayala wrote, “I don’t want to believe she’s gone, but she leaves behind four children who will need every bit of help they can get.”

Del Mar: Ollie’s Candy brings sweet victory to John Sadler in Hirsch Stakes

DEL MAR >> When American country music artist Jerry Reed sang his hit single, “When You’re Hot, You’re Hot,” in 1971, he might have had people like trainer John Sadler in mind.Right now, there’s no one hotter at Del Mar than Sadler, who celebrated his 63rd birthday two days early Sunday when he saddled Ollie’s Candy for a victory in the $300,000 Grade I Clement L. Hirsch Stakes for fillies and mares.

Del Mar has run 13 stakes races through the first 10 days of its 36-day summer meet, and Sadler’s won five of them. His victory in the Clement L. Hirsch made it a weekend sweep of Grade Is after he won Saturday’s Bing Crosby Stakes with Cistron.

Sadler took over training duties for Ollie’s Candy earlier this year after William Morey Jr. was issued a 45-day suspension (June 30-Aug. 13) by the California Horse Racing Board after it ruled that two horses in the trainer’s care were illegally given a race-day supplement.

Ollie’s Candy, a 4-year-old Candy Ride filly who’s named after owner Paul Eggert’s youngest daughter, looked like a beaten horse at the top of the stretch when 6-5 favorite Secret Spice loomed up on the outside and appeared ready to breeze by the pacesetter. Secret Spice actually put her head in front at one point in deep stretch.

But remember, when you’re hot, you’re hot, and Ollie’s Candy dug in along the inside under jockey Kent Desormeaux, battled back and defeated Secret Spice by a head to improve to 2-0 when racing over a dirt surface. Overall, she’s won four of eight and improved her career earnings to $452,151 with the first-place check of $180,000.

“That other mare (Secret Spice) got in front of us, but my mare is a fighter,” Desormeaux said. “She wants to win. John is on a roll. He just let me come along today.”

Eggert wasn’t so sure Sadler’s good fortune was going to hold up at the head of the stretch.

“I was sure Secret Spice was going right by, but she dug in, and had to dig in again, and then she was able to do it,” Eggert said of his filly, whose two other victories have come over Golden Gate Fields’ Tapeta synthetic surface in the first two starts of her career during the spring of 2018.

“We couldn’t be happier,” Eggert said. “John Sadler and his whole team have done an excellent job. She raced here a couple of times last summer and just missed winning a graded stakes (second in the San Clemente Stakes and Del Mar Oaks under Morey’s care). (Sadler) definitely had her ready this year.”

With his daughter Ollie standing next to him in the winner’s circle, Eggert told the story of how Ollie’s Candy was named.

“Over the years, we’d (he and his wife Karen) named a horse after the older two (children), and (Ollie) came along and it was time to name a horse after our youngest,” he said. “And we came up with Ollie’s Candy because she’s a Candy Ride (filly).”

Ollie’s Candy took the lead immediately out of the gate, carving out fractions of 23.05, 46.68 and 1:11.32 en route to a final time of 1:44.66 for the 1 1/16 miles. Secret Spice finished second by 5 1/4 lengths over La Force, who came in off an upset victory in the Grade II Santa Maria Stakes at Santa Anita on June 1.

Paradise Woods, the 8-5 second choice, made a big move approaching the final turn but flattened out in the stretch and finished a disappointing fourth in the six-horse field. She did become a millionaire, though, by picking up a check for $18,000. She’s won $1,003,890 in her career.

Sadler, who told Del Mar’s Hank Wesch he’s not a party person, has had plenty of reason to celebrate these past 19 months. After his first Breeders’ Cup victory last fall when Accelerate won the Classic and propelled him to his best year in earnings ($8.9 million) since he took out his trainer’s license in 1979, he’s followed that up with a strong first half to 2019.

“She came my way (two starts ago) in really good shape and I’ve just kind of carried on for what (Morey) did last year,” said Sadler, who has 72 stakes wins at Del Mar, good for fourth all-time.

Asked if he was surprised Ollie’s Candy was on the lead, the Long Beach native and Pasadena resident wasn’t about to second guess a Hall of Fame jockey.

“You don’t give Kent any instructions. You just don’t,” Sadler said. “I was surprised to see her in front, but it worked out.”

So far, the first two weeks at the beach have worked out just fine for Sadler.

Monument to ILWU founder Harry Bridges unveiled at union’s dispatch hall in Wilmington

On what would have been Harry Bridges’ 118th birthday, a bronze statue depicting the iconic union leader was unveiled Sunday, July 28, in Wilmington.

The life-sized statue, created by sculptor Eugene Daub, stands in front of the doors of the International Longshore and Warehouse Union’s new dispatch hall at Anaheim and Alameda streets.

Organized labor pioneer Bridges founded the union — and remains its most revered figurehead nearly 30 years after his death.

Attending the unveiling were several members of Bridges’ family, including his son, Robbie Bridges, and several grandchildren.

Born on July 28, 1901, in Australia, Bridges arrived in San Francisco in 1920 where his subsequent union organizing activities a few years later landed him in jail.

Bridges also was threatened with deportation, but became a naturalized citizen in 1945.

He died on March 30, 1990, at the age of 88.

The statue depicts Bridges speaking at a lectern, his right arm and forefinger extended as he makes a point. The pose was a familiar one of his during his organizing years, according to those who knew Bridges.

The $90,000 statue was commissioned by ILWU’s Southern California Pensioners with strong support by former union President David Arian, who before his death pledged $50,000 toward the cost from the Harry Bridges Foundation.

Greg Mitre, ILWU Pensioner president, and Arian had the idea 10 years ago of creating a monument that would honor the union’s leader and become a “beacon” to workers entering the hall.

Mitre served as host for the outdoor ceremony.

In addition to Daub, the artist, those attending included:

  • ILWU Local 13 President Ray Familathe;
  • ILWU Local 13 Vice President Gary Herrera;
  • ILWU President Willie Adams;
  • Los Angeles County Supervisor Janice Hahn;
  • Los Angeles City Councilmembers Joe Buscaino and Mike Bonin;
  • ILWU Coast Committee member Ponce De Leon;
  • And Los Angeles Harbor Commissioner Diane Middleton.

Brush Fire Burns 154 Acres In Chino Hills, 1 Home Destroyed

CHINO HILLS (CBSLA) — Firefighters on Sunday battled a fast-moving brush fire in San Bernardino County that destroyed a family’s home of nearly 30 years.

Footage from the scene showed flames burning dangerously close to homes near Chino Hills Parkway and Falling Star Lane in the Chino Hills area. The fire had burned 154 acres and was 65 percent contained as of 10 p.m.

The Chino Valley Fire Department confirmed one structure was damaged on 2000 block of Mira Mote Court.

Fire officials said they did all they could but a year of rain has led to a summer of dense and thick vegetation.

“We did have a wet winter and it has been very hot and dry so the vegetation is very dry,”  said Chino Valley Fire’s Massiel Ladron De Guevara.

It was no comfort to the Forrest family. Homeowner Toni Forrest watched as her family’s dream home, built 27 years ago, was gutted by flames while her husband and son desperately tried to save it.

“I think my house could’ve been saved,” she told CBS2/KCAL9’s Greg Mills. “I said, ‘What are you guys doing? Why aren’t you getting water on my house?’ They said, ‘We’re waiting on more water. We’re getting more trucks.'”

The fire department disputed the claim crews ran out of water.

Still, the Forrest family is thankful no one was hurt.

“We’re still alive and we’re still blessed,” her son, Arthur Forrest II, said.

Chino Avenue between Rock Springs Road and Chino Hills Parkway was expected to be closed throughout night due to suppression activities.

Orange County softball brings home gold at PGF All-American game, 18-and-under final

IRVINE One team with Orange County players shouted “West Coast! Best Coast!” after its all-star game victory.

Another squad with county players captured the highest division in arguably the toughest tournament in the nation.

Orange County softball was indeed well-represented in the two spotlight games hosted by Premier Girls Fastpitch at Deanna Manning Stadium on Saturday.

Former Orange Lutheran center fielder Ciara Briggs went 2 for 3 and scored the first run of the pivotal third inning to help the West defeat the East 6-3 in the fourth PGF High School All-American Game.

Earlier on Saturday, the Temecula-based Athletics Mercado, featuring Beckman senior utility player Madi Simon among other county players, edged Georgia Impact 1-0 in the 18-and-under final in Premier Division of the 10th annual PGF national championships.

“If you make it that game, you have to be considered the two top teams in the country,” PGF president Dan Hay said of the 18-and-under final. “You had to beat every strong organization in the United States to get there. There’s no doubt (who’s the best).”

The West all-stars started former Huntington Beach star Jadelyn Allchin in left fielder and batted her leadoff.

Briggs batted second and played center fielder.

After Allchin drew a one-out walk in the third, Briggs followed with a single to right and later scored the first run of the game on a two-out bases-loaded walk.

The West scored four more times with two outs to open a 5-0 lead and added another run in the seventh. The East scored three times in the fifth on a two-out error.

“It was amazing,” the LSU-bound Briggs said of the all-star game. “Being able to come out with the top players on the West Coast, getting to know each other and play together, it was really fun before college.”

Briggs, The Register’s reigning offensive player of the year, also singled down the field field line in the fourth inning.

She almost went 3 for 3 but her sinking liner to right in the first inning was snagged just before hitting the grass by Oklahoma-bound Rylie Boone.

West third baseman Jazmine Hill from Gahr was selected the game’s first MVP. The Arizona State-bound Hill had a single and double and played sparkling defense.

Orange Lutheran pitcher/infielder Miranda Stoddard didn’t play in the all-star game because of a sprained thumb from the Colorado tournament but enjoyed a memorable day.

She and Edison pitcher Jenna Bloom (Arkansas) were also on the Athletics-Mercado team with Simon. Stoddard served as a pinch-runner for the team, which went 10-0 in the tournament.

“It’s still an honor,” the Kentucky-bound Stoddard said of the all-star game. “I scored a few runs (for Athletics-Mercado). Not going to lie.”

Allchin decided to play the all-star game as she continues to prep for the under-19 World Cup next month here with the U.S. junior national team.

“I was really excited to play one more time back over here,” the Washington-bound Allchin said. “This was something … to stay in the grove of things.”

Simon, a Duke commit, served a pinch-hitter in the final. Athletics-Mercado won 1-0 behind one-hitter with 14 strikeouts by Allison Royalty.

“It was crazy,” Simon said of the final. “Just mind-blowing. The whole team came together.”

Simon, Stoddard and Bloom were first-year players with Athletics-Mercado, joining after playing for Explosion.

Simon had two hits and stole a base in the semifinals against the Tampa Mustangs.

Somber Vigil Held For 24-Year-Old Off-Duty LAPD Officer Gunned Down At Taco Stand

LOS ANGELES (CBSLA)  —  A somber vigil was held outside LAPD headquarters Saturday evening to honor the fallen off-duty officer gunned down at a taco stand Friday night.

The deceased officer has been identified as Officer Juan Jose Diaz,  24.

The impromptu vigil was attended by classmates, co-workers and the late officer’s family.

Diaz was the middle child of two sisters.

“We have a mom, a dad…broken,” says Sarahy Diaz.

CBS2/KCAL9’s Jeff Nguyen reported that many honoring the officer were in Dodgers hats and t-shirts. Blue balloons were also in evidence — the color of a police uniform and those beloved Dodgers.

“This young man,” reported Nguyen, “loved this city.”

He was loved by many —  brothers, friends, family, parents, reported Nguyen.

Earlier in the day, a group of first responders paid their respects as Diaz’ body made it from the scene of the shooting to the County Coroner’s office.

Many of them saluted as his coffin went by.

(credit: CBS)

Nguyen spoke to Diaz’s sergeant — Sgt. Manuel Hernandez  — from his days at the police academy.

“This was roughly put together by his classmates from the police academy,” he said, “he was hired April 2017. So he just had two years on the job. And when everyone started getting news about who passed away last night, the text messages started going out, and his classmates put this vigil together on short notice.”

Hernandez added, “Just a young man. Juan. Always asking a lot of questions. Just happy, fun-going, grew up in a gang-infested neighborhood and still never joined a gang. He always  did the right thing. And, unfortunately, we’re in this situation right now.”

Sgt. Diaz said officer Diaz often talked about why he joined the force and what he hoped to accomplish. The answer from the young officer was always the same. “To serve his home town.”

As the search for his killer continued, CBS2/KCAL9’s Cristy Fajardo reported that Diaz was out on a date with his girlfriend at the time of the slaying.

Childhood friend Steve Razo said Diaz could always be counted on to do the right thing.

“He was always just so kindhearted,” Razo says, “A loving person. I don’t know why the good ones, they go before everyone else.”

Just before 1 a.m., Diaz was with his girlfriend and her brothers at the taco stand.

Authorities believe Diaz might have been gunned down by a gang member he tried to stop from tagging. The companion who was shot along with Diaz is expected to survive.

“I don’t believe there was any exchange of gunfire,” says LAPD Det. Meghan Aguilar, “he was targeted, he was murdered. And this was not a running gun battle or anything of that nature.”

Loved Ones Honor Man Killed In SFV Shooting Spree

LOS ANGELES (CBSLA) — Loved ones gathered Saturday night to honor one of the four people killed in a crime spree that swept across the San Fernando Valley Thursday.

Six people in total were shot during the rampage that began in Canoga Park and stretched into North Hollywood, Sherman Oaks and Van Nuys before officers made an arrest.

Detwon Harris was among those who lost his life that day; he was randomly killed in the orange line bus at the Woodley station, where Saturday’s vigil was held.

His friends say they never expected to gather to say goodbye to Harris, who was finally at peace with his life.

“To me, that brings me joy. That he finally found some peace in himself,” said friend Christine Hale.

Jeannie Ferrer and others attending said they met Harris at the Tarzana Treatment Center, where they supported each other and saw Harris turning his life around.

“We were in shock,” Ferrer said of the news of his death.

“He was working towards looking out for his kid and changing his life around … out of drugs and addiction,” said friend Christopher Butler.

“He had the most amazing smile. It was always big. It was always there,” Hale remembered.

Others said Harris would be touched by the outpouring of love on his behalf.

“He would be crying,” Ferrer said. “He’d be smiling too.”

Gerry Dean Zaragoza, 26, was arrested in connection with Harris’ death, as well as in the fatal shootings of his father, brother and his ex-girlfriend. He is also accused of shooting and injuring his mother and a male gas station employee.

Harris is survived by a son.

Despite calls to start over, US health system covers 90%

By RICARDO ALONSO-ZALDIVAR

WASHINGTON — America’s much-maligned health care system is covering 9 out of 10 people, a fact that hasn’t stopped the 2020 presidential candidates from refighting battles about how to provide coverage, from Bernie Sanders’ call for replacing private insurance with a government plan to President Donald Trump’s pledge to erase the Affordable Care Act and start over.

The politicians are depicting a system in meltdown. The numbers point to a different story, not as dire and more nuanced.

Government surveys show that about 90% of the population has coverage, largely preserving gains from President Barack Obama’s years. Independent experts estimate that more than half of the roughly 30 million uninsured people in the country are eligible for health insurance through existing programs.

Lack of coverage was a growing problem in 2010 when Democrats under Obama passed his health law. Now the bigger issue seems to be that many people with insurance are struggling to pay their deductibles and copays.

“We need to have a debate about coverage and cost, and we have seen less focus on cost than we have on coverage,” said Colorado Sen. Michael Bennet. He is among the Democratic presidential candidates who favor building on the current system, not replacing it entirely, as does Sanders. “The cost issue is a huge issue for the country and for families,” Bennet said.

A report this year by the Commonwealth Fund think tank in New York found fewer uninsured Americans than in 2010 but more who are “underinsured,” a term that describes policyholders exposed to high out-of-pocket costs, when compared with their individual incomes. The report estimated 44 million Americans were underinsured in 2018, compared with 29 million in 2010 when the law was passed. That’s about a 50% increase, with the greatest jump among people with employer coverage.

“When you have 90 percent of the American people covered and they are drowning in their health care bills, what they want to hear from politicians are plans that will address their health care costs, more than plans that will cover the remaining 10 percent,” said Drew Altman, president of the Kaiser Family Foundation, a nonpartisan research organization that tracks the health care system. “When Democrats talk about universal coverage more than health care costs, they are playing to the dreams of activists and progressives … much less to the actual concerns of the 90 percent who have coverage today.”

Sanders’ office responds that the Vermont senator’s “Medicare for All” plan would solve both the coverage and cost problems for individual Americans. Medical care would be provided with no deductibles or copays. No one would be uninsured or underinsured.

“The simple answer is that our health care system becomes more unmanageable for more and more Americans every year,” Sanders spokesman Keane Bhatt said in a statement. “This is not a system that needs a few tweaks. This is a system that needs a complete overhaul.”

But other countries that provide coverage for all and are held up by Sanders as models for the U.S. don’t offer benefits as generous as he’s proposing. If he is elected president, there’s no way of telling how his plan would emerge from Congress, or even whether something like it could pass.

Four other 2020 Democrats are co-sponsors of Sanders’ bill: Sens. Cory Booker of New Jersey, Kirsten Gillibrand of New York, Kamala Harris of California, and Elizabeth Warren of Massachusetts.

On the other side of the political spectrum, Trump is talking about big changes. His administration is seeking to have federal courts declare the entire Obama-era health care law unconstitutional, jeopardizing coverage for 20 million people, jettisoning protections for patients with preexisting conditions, and upending the rest of the 970-page statute, now nearly 10 years old.

The president says there’s nothing to worry about. Earlier this summer Trump told ABC News that he was working on a plan that would provide “phenomenal health care,” protect people with preexisting conditions, and would be “less expensive than ‘Obamacare’ by a lot.”

White House spokesman Judd Deere said in a statement that the Obama law was “sold and passed on a litany of broken promises” and now “Democrats are proposing even more radical government takeovers of our health care system.”

As president-elect, Trump promised a health plan but never offered one upon taking office. Instead he backed bills from congressional Republicans, including one he called “mean” during a private meeting.

Trump says he might come out with his new plan within months, but that passing it would hinge on his getting reelected and Republicans winning back the House in 2020 while keeping control of the Senate.

That’s a bit of political deja vu.

Republicans controlled Washington back in 2017 when Trump, then-Speaker Paul Ryan, R-Wis., and Senate Majority Leader Mitch McConnell, R-Ky., tried for months to repeal and replace the Obama law, only to fail. The repeal effort was widely seen as contributing to Republicans losing the House in 2018.

Since then, many GOP lawmakers have tried to avoid the issue altogether.

Economist Sara Collins of the Commonwealth Fund, who led the study about underinsured Americans, says cost and coverage problems are intertwined. Citing the Democrats’ debate over Medicare for All, she says what’s missing from that discussion is that “one doesn’t have to go that far in order to improve the financial situation for millions of people — you can do that with much more targeted, incremental policies.”

‘Comfort Women’ Monument ‘Recognizing Dignity Of All Women’ Vandalized

GLENDALE (CBSLA) — A statue dedicated to Korean women taken into sex slavery during World War II has been vandalized — reportedly the fourth time in the last month.

Police say an unknown substance was smeared on the statue and several flower pots were shattered at Glendale Central Park on Grand Boulevard on Thursday.

They say they’re following several leads in their search for a suspect following a string of similar incidents. The statue was reportedly defaced three times in the last month.

“We want to make sure that that doesn’t happen again. And we want everyone to understand the importance of the statue: recognizing the dignity of all women and of victims,” said Phyllis Kim, of Comfort Women Action for Redress and Education.

The mayor of Glendale also condemned the incident.
