House Republicans move to block debate on American involvement in Yemen

Editor’s note: Breaking views are thoughts from individual members of the editorial board on today’s headlines.

For too long, the United States has provided military and logistical aid to the Saudi-led coalition in Yemen without so much as a formal vote of Congress. This has gone on despite repeated reports of Saudi atrocities, including the bombings of funerals, hospitals and school buses.

In September, Rep. Ro Khanna, D-California, introduced H. Con. Res 138 to direct the president to withdraw American military forces from hostilities in Yemen that have not been authorized by Congress, pursuant to the War Powers Resolution. The resolution has drawn 81 cosponsors, including Rep. Thomas Massie, R-Kentucky, and Rep. Walter Jones, R-North Carolina.

Unfortunately, on Tuesday, the Republican-controlled House Rules Committee moved to undermine the resolution. Inserted into a resolution to remove the gray wolf from the List of Endangered and Threatened Wildlife under the Endangered Species Act is a section declaring: “The provisions of section 7 of the War Powers Resolution (50 U.S.C. 1546) shall not apply to House Concurrent Resolution 138.”

This will go before the full House today. Groups like the Campaign for Liberty are urging the public to reach out to their representatives to vote no on HR 6784.

For all of their talk about the Constitution and limited government, the House Republican leadership has chosen to undermine a legitimate effort to reassert Congress’ role in foreign policy. And for what? To defend Saudi atrocities.

Given the track record of Democrats in reining in American interventionism – President Obama backed the Saudi-led coalition in Yemen, destabilized Libya and made the civil war in Syria far worse – I’m not too optimistic that next year will be much better, but I hope to be proven wrong.
