Costa Mesa city manager to depart with severance

After 12 years with the city – eight as its chief executive – Costa Mesa City Manager Tom Hatch was abruptly dismissed from his position Tuesday, Nov. 13.

After a closed-door discussion prior to its meeting, the City Council announced a 3-2 vote to terminate Hatch’s contract and pay him severance, city spokesman Tony Dodero confirmed. Councilwoman Katrina Foley and Councilman John Stephens voted no.

Hatch could not be reached for comment Tuesday afternoon. He took over the job in 2011 from Allan Roeder, who led the city for 25 years.

Little information was immediately available; it was unclear Tuesday who called for the contract discussion.

Councilwoman Katrina Foley said earlier Tuesday that Hatch had cleaned out his office on Friday. City Hall was closed Monday in honor of Veterans Day.

Earlier Tuesday, Councilman Jim Righeimer said he was unable to discuss anything about Hatch’s employment because it is a personnel matter.

The council had given Hatch a raise in March.

His contract is at-will, which means he or the council could terminate it at any time. If terminated without cause, in the contract he is entitled to nine months’ pay as severance, or about $178,000.

The contract also prohibits dismissal without cause up to 60 days before a council election and 90 days after such an election is certified. No information was available on whether the council may simply waive that provision.

During his tenure, Hatch has seen the city through some difficult issues, including layoffs of city workers in 2011, the struggle to rein in drug recovery and sober living homes and a countywide explosion of homelessness.

He has seen the city succeed with the continued growth of the OC Fair, an influx of eclectic restaurants and shops, a housing boom on the city’s westside and the Los Angeles Chargers training camp.

It is unclear how or when officials plan to replace Hatch.
